7月24日，《北京市促进科技成果转化条例(草案)》提请市十五届人大常委会第十四次会议审议，将促进北京市科研人员的科技成果转化。条例(草案)规定，高校院所可将职务科技成果的知识产权给予科技成果完成人。对于引进的外籍科技成果转化人才，应在办理入境签证、居留许可和就业许可时，简化程序、提供便利。

Beijing will boost the commercialization of scientific and research findings by the city's researchers, according to a draft regulation submitted to the capital's top lawmaking body on July 24. According to the regulation, universities and research institutions can give the intellectual property of products to the person who completed the scientific research. The regulation also said the city will make it easier for foreign talent to handle entry visas, permanent residency and employment permits.

科技成果转化是将科学技术转变为现实生产力的关键环节。为激发科研人员开展成果转化的积极性，条例(草案)赋予其更大自主权。条例(草案)规定，政府设立的研发机构、高等院校对其持有的科技成果，可以自主决定实施转化，除涉及秘密、安全外，不需审批或备案，并根据有关规定可以不进行资产评估，科技成果转化收入留归本单位。

条例(草案)细化了奖励和报酬等收入分配制度，进一步明确了收入分配比例。同时，相关单位对完成和转化职务科技成果做出重要贡献的人员给予奖励和报酬的支出，计入当年本单位工资总额，但不受当年本单位工资总额和绩效工资总量限制，不纳入本单位工资总额基数。

为营造良好的科技成果转化服务环境，条例(草案)对成果转化服务机构、公共研发平台、科技企业孵化机构、技术交易市场的活动进行了规范和保障，规定，本市鼓励设立各类科技成果转化服务机构，提供包含信息搜集分析、价值评估、交易代理、成果推介等服务，鼓励国际、国内和其他地区服务机构在本市设立分支机构。加强技术交易市场建设，为交易双方提供场所、知识产权、法律咨询、技术评价、中试孵化、招标、拍卖、挂牌等综合配套服务。
