1.定义角色和职责（ define roles and responsibilities）：确定关键的项目团队成员，定义这些成员的角色和职责，以设计组织结构，制定沟通计划（Identify key project team members and define roles and responsibilities to create a project organization structure to develop a communication plan,）。

2.创建工作分解结构（ create the WBS）：与项目团队成员一起创建工作分解结构，以制定成本、进度、资源、质量和采购计划（create the work breakdown structure with the team to develop the cost, schedule, resource, quality and procurement plans.）。
